WHAT IS HALAL ASSURANCE SYSTEM (HAS)?

To assist businesses in perfecting their production systems, enhancing product quality and value, and ensuring integrity in all activities related to Halal product manufacturing, HAV has issued the document “Guidelines for the Halal Assurance System.” This document will support businesses in establishing a Halal Assurance System (HAS) to meet Halal standards.

1. What is the Halal Assurance System?

The Halal Assurance System (HAS) is a management system designed to maintain the Halal status of certified products. This system is developed to manage ingredients, production processes, products, human resources, ensure sustainability, and comply with Halal regulations.

2. Role of HAS

The HAS helps businesses maintain integrity during the production process by monitoring and controlling factors that may cause non-compliance with Halal standards. It also helps minimize and control risks affecting the Halal status of products.

3. Integration into Existing Management Systems

HAS is based on HACCP principles, focusing on factors such as raw material sources, hygiene processes, and traceability. This system can be easily integrated into international food safety management standards such as ISO 22000, IFS, BRC, and FSSC 22000, helping businesses achieve Halal certification at a lower cost.

4. Basic Steps to Develop a Halal Assurance System

  • Establish a Halal Policy: Businesses need to create and approve a clear Halal policy.
  • Develop a Dedicated Halal Team: A team with in-depth Halal management knowledge should be established to oversee and manage the production process.
  • Analyze Critical Halal Points: Integrate the analysis of critical points related to Halal within the production process and the HACCP system.
  • Halal Training: Provide training on Halal-related issues for management staff and employees, especially in areas concerning raw material supply, hygiene, production, storage, and distribution.

5. Key Requirements of the Halal Assurance System

  • Control of Halal Ingredients: Ensure that all ingredients are Halal certified.
  • Traceability and Labeling: Integrate processes for traceability and labeling of Halal products.
  • Internal Audits: Conduct internal audits to ensure the system complies with Halal requirements.
  • Management of Non-compliant Production: Establish procedures to handle instances where products or production processes do not meet Halal standards.
  • Product Recall Procedures: Develop procedures for recalling products in case of Halal-related issues.
  • HAV Labeling Procedures: Adhere to procedures for labeling Halal products with the HAV logo
